WPCA
Minutes – August  15, 2103

Members Present:  Kurt Zemba, Richard Prendergast, Dimitri Tolchinsky, Robert McCarthy, Donna Bednar, Ernest Lord, Tom Risom, and Doug Wilkson.  Alternate Andrea Lombard arrived at 7:20.
Absent:  Frank Chan
Also Present: First Selectwoman Bonnie Reemsynder, Sanitarian Sonia Marino.  Also present were Donald Iannicelli, Vincent Spada and David Prickett from Woodard & Curran.
Call to Order
WPCA Chairman  Kurt Zemba called the meeting to order at 6:35 p.m.
Approval of Minutes – July 9, 2013; Special Meeting July 16th.
A correction was made to the July 9 Minutes noted by Chairman Zemba,  Attendance was changed to reflect the name Ernest Lord rather than Frank Lord.  A motion was made by Richard Prendergast and seconded by Ernest Lord to approve the Minutes of the July 9 WPCA meeting with the correction.  Motion passed.
A motion was made by Doug Wilkinson, seconded by Tom Risom to approve the Minutes of the July 16th Special Meeting.  Motion passed.
Correspondence
Selectwomen Reemsnyder briefly explained about requests for proposals for Wastewater Infrastructure Improvements for 2014/2015.
She noted the DEEP wants to have a list of all potential projects.  She noted the Town of Old Lyme would like to be included on the list so when the projects are considered it will be a part of their prioritization process.  
Wastewater Management  Project
Update by Woodard & Curran on the Project.
Chairman Zemba noted the WPCA has received a preliminary report dated August 15, 2013 with conclusions focused on the individual costs.  Members of Woodward & Curran: Vincent Spada, Donald Iannicelli, and David Prickett presented the report.   (Report attached)  Woodard & Curran stated they thought it would be beneficial to put together a 10 page executive summary of what has been completed and where we are to date and use that as a discussion tool moving forward.  Prendergast made a motion to authorize Woodard & Curran to create the 10 to 12 page executive summary.  Tolchinski seconded the motion.  Motion passed.   Lombard also suggested a comparison table be included.  The WPCA and Woodard & Curran agreed that was a great idea.  A draft of the summary will be available within two weeks.  Chairman Zemba stated the WPCA would be discussing the summary at the September meeting.  Zemba summarized the options being discussed in Figure 1 – Summary of Alternatives and Preliminary Capital Costs.   
Task Force
Zemba suggested the Task Force as one of its action items take a look at the alternative land sites that have not been considered as well as pursue some follow up on reuse potential for the local alternatives to work.   
Information Session – Preparation Discussion
The WPCA  agreed to postpone the August 27, 2013 meeting  to allow additional time to finish the study as well as review the Executive Summary to be presented by Woodard & Curran and explore all reuse.    The WPCA noted it has been a lot of work to thoroughly understand if a local alternative is viable and a better option for the Town of Old Lyme.  A notice to postpone the meeting will be posted on the Town Website and a letter will be sent to the Presidents of the individual beach associations.  A press release will also be sent out.   The WPCA will reconvene on September 10th to set the next information session date.  
Sanitarian’s Report  
Sonia Marino presented her report to the WPCA .  (Report attached)
Marino noted the letters have been sent out regarding pump outs.   She noted they are still pursuing legal counsel but have narrowed it down to a couple of choices.  She further stated there have not been any recommended beach closures due to elevated levels.  She also handed out a brochure if anyone had interest in attending an EPA Green Infrastructure Symposium.
WPCA Hearing Panel
Chairman Zemba noted that he will be meeting with Luisa Grogan, Roger Bruenig and Bob DiPianta who will comprise the hearing panel.  He noted at the time they will review the ordinance.
Meeting Calendar
Chairman Zemba distributed a revised 2013 WPCA Regular Meeting Schedule as well the 2014 Meeting Schedule.  He noted they will take place on the second Tuesday of the month.  He noted there will be no meeting in November as it falls on Veteran’s Day.  


Adjournment
A motion was made by Tom Risom , seconded by Dimitri Tolchinski to adjourn.  The meeting adjourned at 8:55 p.m.
